National Treasury has temporarily withheld R13.5 billion in July 2026 equitable share transfers to 69 non-compliant municipalities under the Municipal Finance Management Act, No. 56 of 2003. The Auditor-General has tabled the 2024-2025 local government audit outcomes, revealing that only 15% of municipalities achieved clean audits despite improvements in financial statement submission rates. The KwaZulu-Natal Provincial Treasury has redirected R17 million in departmental savings to strengthen supply chain management and enforce compliance with the Municipal Finance Management Act, No. 56 of 2003, targeting rising irregular expenditure. Finance Minister Enoch Godongwana has handed over a revised Financial Recovery Plan to the Ditsobotla Local Municipality under Section 139(7) of the Constitution. National Treasury will directly deduct outstanding debts from the budget allocations of national and provincial departments that owe billions of Rands to struggling municipalities.
