National Treasury Implements Revised Financial Recovery Plan for Ditsobotla Municipality

Brought to you by SAnews: The Minister of Finance has handed over a revised Financial Recovery Plan (FRP) to the leadership of the Ditsobotla Local Municipality to guide its financial and administrative turnaround under national intervention.

In terms of Section 139(7) of the Constitution of the Republic of South Africa, 1996, the municipality was placed under national administration to stabilise its operations. Minister of Finance Enoch Godongwana confirmed that neither national nor provincial interventions will be accompanied by financial bailouts, meaning the municipality must operate under highly constrained financial resources.

To address revenue collection inefficiencies, the municipality has completed the statutory process under Section 78 of the Local Government: Municipal Systems Act, No. 32 of 2000. This enables the signing of a Distribution Agency Agreement (DAA) with Eskom, under which the power utility will assume responsibility for electricity revenue collection. National Treasury will also explore options to assist the municipality with smart metering and bulk supply metering.

In terms of Section 147 of the Local Government: Municipal Finance Management Act, No. 56 of 2003 (MFMA), the Minister of Finance will ensure that progress reports on the implementation of the FRP are presented to Cabinet on a quarterly basis. Ongoing oversight will be maintained through:

  • Monthly progress reporting submitted by the municipality to National Treasury;
  • Quarterly oversight visits and “War Room” meetings; and
  • Change management assistance provided by the Municipal Financial Recovery Services unit.
