Brought to you by SA Legal Academy: National government departments and regulatory bodies have invited public participation on various draft bills, regulations, and policy frameworks with deadlines extending into June 2025.

In accordance with the constitutional requirement for public participation in the legislative process, several key national government proposals remain open for formal submission. These proposals encompass a range of regulatory instruments that, once enacted, will alter the compliance requirements for various sectors of the South African economy.

Stakeholders are encouraged to review the active proposals to ensure regulatory alignment and to provide technical input on the following types of instruments:

  • Draft Amendment Bills currently under consideration by relevant Parliamentary Committees;
  • Proposed regulations issued in terms of specific Acts of Parliament by Cabinet Ministers;
  • Draft sector-specific guidelines and administrative policy frameworks; and
  • Notices of intention to amend existing schedules, fee structures, or technical standards.

Submissions must be directed to the specific department or official cited in the relevant Government Gazette notice. Failure to submit comments within the prescribed timeframes may limit a stakeholder’s ability to challenge the procedural fairness of the subsequent legislation.

What this means for you, your business, or your clients

  • For yourself: Identify draft legislation relevant to your professional accreditation or practice area to ensure you are prepared for upcoming regulatory shifts and continuing professional development requirements.
  • For your business: Review internal compliance frameworks against proposed regulations to estimate future implementation costs or necessary operational changes before the laws are finalised.
  • For your clients: Advise clients on the potential impact of draft bills on their specific industry and assist in drafting formal, evidence-based submissions to the relevant Department or Parliamentary Committee before the June 2025 deadlines.
