Parliament Invites Submissions on Four Amendment Bills

Brought to you by SA Legal Academy: Parliament has invited written submissions on four significant Bills currently under consideration, with a deadline for all representations set for 30 June 2025.

In terms of the parliamentary legislative program, the Revenue Laws Amendment Bill (tabled in March 2025 and subsequently revised) seeks to align the Income Tax Act, No. 58 of 1962 and the Revenue Laws Amendment Act, No. 12 of 2024. These amendments are intended to address legislative developments resulting from the implementation of the “two-pot” retirement savings system.

The Independent Municipal Demarcation Authority Bill, which was first introduced in June 2022, is also open for comment. Once enacted and operationalised, this Bill will repeal and replace the Local Government: Municipal Demarcation Act, No. 27 of 1998. The primary objective is to establish a new Independent Municipal Demarcation Authority and provide for updated demarcation practices.

Furthermore, submissions are sought on two administrative reform Bills tabled in May 2023:

  • The Public Service Amendment Bill; and
  • The Public Administration Management Amendment Bill.

These Bills collectively aim to reform the administrative framework of the public service, including the devolution of certain administrative powers and the standardisation of management practices across different spheres of government.
