ICASA Invites Comment on Draft Digital TV and Numbering Plan Regulations

Brought to you by SA Legal Academy: The Independent Communications Authority of South Africa (ICASA) has issued two sets of draft regulations for public comment, targeting the digital terrestrial television (DTT) framework and the national numbering plan.

Acting under the Electronic Communications Act, No. 36 of 2005, the Authority has gazetted these proposals to refine the regulatory environment for broadcasting and telecommunications services. Interested parties have until 11 August 2025 to submit written representations on both sets of draft regulations.

Digital Terrestrial Television (DTT) Regulations

The draft regulations concerning digital terrestrial television services aim to update the framework for providing DTT in South Africa. This includes technical and licensing requirements necessary for the continued transition and management of digital broadcasting services.

Numbering Plan Regulations

The proposed amendments to the Numbering Plan Regulations follow a comprehensive consultation process that commenced in September 2023. These draft amendments represent a revised version of the initial proposals, incorporating feedback received during the previous public participation phase. The regulations govern the allocation and management of telecommunications numbers across the industry.
