National Dialogue Process to Commence August 2025

Brought to you by SA Legal Academy: The Presidency has outlined the formal structure and timeline for the National Dialogue, a consultative process intended to inform future social and economic policy.

In terms of the Presidency’s 2025/26 budget vote debate, Minister Khumbudzo Ntshavheni confirmed that the National Dialogue will formally commence on 15 August 2025. The process is scheduled to run for a period of no less than 12 months. This initiative follows the President’s address on 16 July 2025 and is designed to function as a social compacting mechanism similar to the consultations that preceded the current Constitution.

Led by Deputy President Paul Mashatile, the broader social cohesion and compacting initiatives have identified several priority areas for the dialogue process:

  • Economic transformation and the development of an inclusive economy;
  • Constitutionalism, the Bill of Rights, and the rule of law;
  • Social justice, redress, and the eradication of poverty;
  • Governance, state capacity, and anti-corruption measures;
  • Nation-building and social cohesion; and
  • Public safety, security, and international relations.

The preparatory task team and inter-ministerial committee have structured the process to include engagements across 30 diverse sectors of society. According to the Minister, 737 organisations have already registered to participate since online platforms opened. The dialogue will involve multiple ‘layers of conversation’, including community-based engagements and sector-specific technical working groups.

  • For yourself: No direct individual compliance obligations; however, professionals should monitor the 12-month process for early indicators of shifts in the regulatory and constitutional landscape.
  • For your business: Firms should identify which of the 30 identified sectors apply to their operations and evaluate the necessity of participating in sector-specific technical working groups to influence emerging social compacts.
  • For your clients: Advise clients that the dialogue is intended to produce ‘tangible results’ that may eventually be codified into new legislation or amendments to existing economic and social regulations.
