Brought to you by SA Legal Academy: The Department of Trade, Industry & Competition (DTIC) has called for public input on proposed amendments to the regulations governing the registration of liquor manufacturers and distributors.

In terms of the Liquor Act, No. 59 of 2003, the draft regulations seek to refine the administrative and compliance requirements for entities operating within the national liquor industry. Interested parties and stakeholders have until 7 September 2025 to submit written representations or comments on the proposed changes to the DTIC.

The proposed amendments are expected to have significant implications for the following categories of registrants:

  • National liquor manufacturers; and
  • Distributors of liquor products.

The draft regulations aim to streamline the registration process while ensuring stricter adherence to the regulatory framework established by the Liquor Act, No. 59 of 2003. Once finalized and in force, these amendments will dictate the procedural requirements for new applications, renewals, and the ongoing compliance obligations of registered entities.

What this means for you, your business, or your clients

  • For yourself: No direct individual obligations; professional advisors must monitor the finalization of these regulations to ensure accurate compliance advice for liquor industry participants.
  • For your business: Entities engaged in liquor manufacturing or distribution must review their current registration status and internal compliance systems against the draft requirements to identify necessary operational adjustments.
  • For your clients: Advise clients in the liquor supply chain to evaluate the draft amendments and prepare formal submissions to the DTIC by the 7 September 2025 deadline to protect their commercial interests.
