National Treasury Releases 2025 Draft Tax Bills and Regulations for Comment

Brought to you by SA Accounting Academy: National Treasury and the South African Revenue Service (SARS) have released the 2025 Draft Tax Bills and Draft Regulations for public comment, following the tax proposals announced in the 2025 Budget.

In terms of the tax proposals tabled in the 2025 Budget on 12 March 2025 and subsequently updated on 21 May 2025, National Treasury has published a comprehensive set of draft legislative amendments. These documents outline the proposed changes to the South African tax regime for the upcoming fiscal cycle and are open for public commentary before being introduced to Parliament.

The published documents include the following draft legislation and supporting memorandums:

  • 2025 Draft Rates and Monetary Amounts and Amendment of Revenue Laws Bill (Rates Bill);
  • 2025 Draft Taxation Laws Amendment Bill (TLAB);
  • 2025 Draft Tax Administration Laws Amendment Bill (TALAB);
  • 2025 Draft Global Minimum Tax Bill; and
  • 2025 Draft Global Minimum Tax Administration Bill.

The draft bills are accompanied by draft regulations and explanatory memorandums that provide technical detail on the implementation of the Pillar Two global minimum tax rules, as well as adjustments to tax rates, rebates, and administrative provisions. These amendments aim to align domestic law with international tax standards and refine existing tax administration processes.
