Public Comment Opportunities: September 2025 Legislative Proposals

In terms of the public participation mandates prescribed by the Constitution of the Republic of South Africa, 1996, the national executive and various state departments have published a series of legislative proposals and draft regulations for public comment. These invitations are issued pursuant to the Promotion of Administrative Justice Act, No. 3 of 2000, and the specific enabling statutes of the respective departments to ensure procedural fairness in the law-making process.
The current list of open consultations includes the following categories of regulatory developments:
- Draft bills currently under review by Parliamentary committees prior to formal tabling.
- Proposed amendments to existing regulations published in the Government Gazette.
- Sector-specific policy frameworks, white papers, and departmental directives.
Stakeholders and interested parties are required to submit written representations to the relevant Director-General or Departmental head by the specific deadlines stipulated in the individual notices. Failure to submit comments within the prescribed timeframes may result in the exclusion of such input from the final regulatory impact assessment.
