ASB Releases ED 214: Proposed GRAP Standard on Social Benefits Limited Scope Amendment
Brought to you by SA Accounting Academy: The Accounting Standards Board (ASB) has released the Exposure Draft of the Proposed Standard of GRAP on Social Benefits — Limited Scope Amendments (ED 214) for public comment.
In terms of the mandate of the Accounting Standards Board (ASB) under the Public Finance Management Act, No. 1 of 1999 (PFMA), the Board has issued Exposure Draft 214 (ED 214). This exposure draft proposes limited-scope amendments to the previously published Proposed Standard of GRAP on Social Benefits (ED 205).
While stakeholder feedback on ED 205 largely supported the proposed principles for accounting for social benefits, the ASB’s subsequent analysis identified a critical area requiring a significant policy shift. ED 214 has been issued specifically to consult stakeholders on this major change, alongside providing clarified principles and additional guidance on the recognition, measurement, and presentation of social benefits in the public sector.
The ASB is scheduled to formally review and analyse all stakeholder submissions and comments on ED 214 at its meeting in March 2026.
