Special Appropriation Bill [B22-2025]: Health Sector Funding
Brought to you by SA Legal Academy: National Treasury has introduced the Special Appropriation Bill [B22-2025] to Parliament to mitigate the impact of withdrawn international donor funding in the health sector.
In terms of the Public Finance Management Act, No. 1 of 1999, the Special Appropriation Bill [B22-2025] was tabled in Parliament on 26 September 2025. The legislation is designed to address the financial shortfall within the health sector following the withdrawal of international donor funding, particularly affecting health services and research projects previously supported by United States agencies.
The National Council of Provinces (NCOP) Standing Committee on Appropriations issued a notice on 9 October 2025 inviting stakeholders to provide input on the proposed appropriations. This follows the National Department of Health’s receipt of emergency funds from Treasury earlier in 2025 to sustain critical services during the transition from donor-led to state-funded models.

- 31 October 2025: Deadline for written submissions to the NCOP Standing Committee on Appropriations.
- 5 November 2025: Scheduled date for parliamentary hearings on the Bill.
