Brought to you by SA Legal Academy: The Statistics Amendment Act, No. 16 of 2024, will come into operation on 1 October 2025, following a presidential proclamation in the Government Gazette.

In terms of the presidential proclamation, the Statistics Amendment Act, No. 16 of 2024, which was signed into law in December 2024, will modernize the existing framework for the collection, production, and dissemination of official statistics. The legislation amends the Statistics Act, No. 6 of 1999, to address gaps in the coordination of the National Statistics System (NSS) and to adapt to the evolving data landscape.

The amendments focus on several regulatory and procedural shifts, including:

  • The formalization of the National Statistics System to ensure better coordination between organs of state and other data producers.
  • Enhanced authority for the Statistician-General to set and enforce statistical standards across government departments.
  • Provisions for the use of administrative data for statistical purposes, intended to reduce the respondent burden and improve the efficiency of data collection.
  • Updated compliance requirements for entities and individuals required to provide information for national statistical purposes.

The 1 October 2025 commencement date provides a transitional period for Statistics South Africa and relevant organs of state to align their data collection and reporting protocols with the new legislative requirements.

What this means for you, your business, or your clients

  • For yourself: No direct individual compliance obligations; however, professionals working in research, economics, or public policy should familiarize themselves with the updated standards for official data quality.
  • For your business: Firms that are required to provide data to Statistics South Africa must review their data management practices to ensure they meet the enhanced standards and coordination frameworks that will be enforced from late 2025.
  • For your clients: Clients in data-sensitive sectors, such as finance, retail, and manufacturing, should be advised that the regulatory framework for national indicators is shifting, which may impact the frequency or nature of data reporting requirements.
