Chrome Ore: ITAC Calls for Input on Export Control Proposals
Brought to you by SA Legal Academy: The Department of Trade, Industry & Competition has published a notice requesting stakeholder input on proposed export control measures for chrome ore.
In terms of the International Trade Administration Act, No. 71 of 2002, the Department of Trade, Industry & Competition (DTIC) has gazetted a notice on behalf of the International Trade Administration Commission (ITAC) calling for written submissions by 31 October 2025. The proposals follow a Cabinet decision taken on 25 June 2025 to implement interventions intended to support the domestic ferrochrome industry and broader economy.
The proposed regulatory framework includes the following key elements:
- The introduction of a formal permit processing system for the exportation of chrome ore.
- The implementation of “other requirements” related to export monitoring and compliance, for which specific details are yet to be finalised.
The move is part of a broader strategy to manage the supply of raw materials and encourage local beneficiation. Stakeholders are encouraged to review the notice and submit comments regarding the potential impact of these controls on trade flows and operational logistics.
What this means for you, your business, or your clients
- For yourself: Professional advisors must monitor the 31 October 2025 deadline to ensure client submissions or policy responses are lodged timeously.
- For your business: Trade and compliance practices must prepare for a more complex administrative environment, potentially requiring additional resources to manage export permit applications and reporting.
- For your clients: Chrome ore producers and exporters will face new regulatory hurdles, including the mandatory acquisition of export permits and adherence to yet-to-be-defined reporting requirements before shipping product.
