National Assembly Committee Invites Submissions on 2025 Draft Tax Bills
Brought to you by SA Legal Academy: In terms of the parliamentary legislative process, the Standing Committee on Finance has issued a call for written submissions on three draft tax bills intended to give effect to the revised 2025/26 Budget proposals.
The National Assembly’s Standing Committee on Finance requires all written comments to be submitted by 12:00 on 20 October 2025. This public consultation period is held in anticipation of formal parliamentary hearings scheduled for 21 and 22 October 2025. The legislative package under review comprises:
- The draft Taxation Laws Amendment Bill (TLAB);
- The draft Tax Administration Laws Amendment Bill (TALAB); and
- The draft Rates and Monetary Amounts and Amendment of Revenue Laws Bill.
National Treasury previously released the draft TLAB and draft TALAB in August 2025 for initial public comment. However, the Standing Committee notice now includes the draft Rates and Monetary Amounts and Amendment of Revenue Laws Bill, which typically addresses adjustments to tax brackets, rebates, and excise duties. These bills collectively provide the legal framework for the fiscal changes announced in the national budget.
