FSCA Proposes Adjustments to Financial Sector Levies and Fees
Brought to you by SA Legal Academy: The Financial Sector Conduct Authority (FSCA) is seeking public comment on proposed adjustments to industry-specific levies and fees under the 2022 legislative framework.
In terms of the Financial Sector and Deposit Insurance Levies Act, No. 11 of 2022, the FSCA has released draft amendments to Schedule 2 of the Act. These proposals are informed by the FSCA’s 2026/27 budget and expenditure estimates for the following two financial years. The adjustments aim to ensure the Authority remains adequately funded to perform its regulatory functions across the financial sector.
The proposed amendments include:
- Adjustments to industry-specific levies for various categories of financial institutions.
- Fee revisions based on projected FSCA expenditure for the 2026/27 to 2028/29 period.
- Updates to the administrative fee structures governed by the Act.
Stakeholders and interested parties are invited to submit written comments on the draft amendments by no later than 20 November 2025.
What this means for you, your business, or your clients
- For yourself: Review the draft Schedule 2 to identify any changes to individual practitioner fees or professional registration costs applicable to your specific role.
- For your business: Adjust 2026/27 budget provisions for statutory levies based on the proposed Schedule 2 rates to ensure accurate financial forecasting.
- For your clients: Assist clients in drafting submissions to the FSCA by the 20 November 2025 deadline to contest or clarify specific levy increases that may impact their operational margins.
