Integrated Resource Plan 2025 Gazetted and Replaced

Brought to you by SA Legal Academy: The Department of Mineral Resources and Energy (DMRE) has gazetted the Integrated Resource Plan (IRP) 2025, which was briefly withdrawn and replaced on 29 October 2025.

In terms of the Electricity Regulation Act, No. 4 of 2006, the DMRE published the latest iteration of the IRP to provide a roadmap for South Africa’s electricity generation capacity. While the initial version was gazetted after hours on 28 October 2025, it was formally withdrawn and replaced by a revised version on 29 October 2025.

The IRP 2025 serves as a living document intended to ensure security of energy supply by balancing three primary objectives:

  • Ensuring security of electricity supply to support economic growth;
  • Minimising the cost of electricity to consumers; and
  • Minimising the environmental impact of energy generation.

The plan details the anticipated energy mix, incorporating various technologies and energy sources to meet projected demand through 2050. It reflects the government’s strategy to drive economic growth through a stable and diversified energy sector.
