Brought to you by SA Accounting Academy: The National Treasury has published the final Accounting Manuals for Departments (AMD) for the 2025/26 financial year to assist with the application of the Modified Cash Standard.

In terms of the Public Finance Management Act, No. 1 of 1999, the Office of the Accountant General (OAG) has released the final Accounting Manuals for Departments (AMD) for the 2025/26 reporting period. These manuals are designed to assist national and provincial departments in the application of the Modified Cash Standard (MCS), ensuring standardised financial management and accountability across the public sector.

The finalisation of these manuals follows a public consultation process on the draft versions, which concluded on 15 September 2025. The AMD provides the technical framework necessary for departments to prepare financial statements that comply with the MCS requirements for the upcoming financial year.

Key components of the 2025/26 AMD release include:

  • Comprehensive guidance on the interpretation of the Modified Cash Standard;
  • Procedural instructions for financial reporting and disclosure; and
