Public Comment Deadlines: November 2025 Legislative Proposals

Posted 31 October 2025 Written by Acts Online

Brought to you by SA Legal Academy: National government departments and regulatory bodies have issued various invitations for public comment on draft legislation and policy proposals throughout November 2025.

In terms of the Constitution of the Republic of South Africa, 1996, specifically sections 59(1), 72(1), and 118(1), Parliament and provincial legislatures are required to facilitate public involvement in the legislative and other processes of the legislatures and their committees. These opportunities allow stakeholders to submit formal representations on proposed changes to the regulatory landscape.

The current list of open consultations includes national government proposals and new legislation that remain active for stakeholder input during the November 2025 period. These submissions are critical for professionals to ensure that practical implementation challenges are addressed before draft bills are finalized.

Key Participation Requirements

  • Submissions must typically be in writing and directed to the specific official or committee secretary named in the relevant Government Gazette notice.
  • Deadlines are strictly enforced; late submissions may not be considered by the relevant Portfolio Committee or Department.
  • Comments should ideally include a clause-by-clause analysis of the draft legislation to provide clear, actionable feedback to lawmakers.

What this means for you, your business, or your clients

  • For yourself: Monitor the Government Gazette and departmental websites to identify draft amendments that impact your specific area of legal or financial expertise.
  • For your business: Evaluate whether proposed legislative changes will require updates to internal compliance frameworks or risk management protocols within your firm.
  • For your clients: Proactively notify clients of draft regulations that may increase their compliance burden and offer to draft formal submissions on their behalf to protect their commercial interests.
