SIU Extends Comment Deadline for Draft Corruption Risk Management Framework

Posted 17 October 2025 Written by Acts Online

Brought to you by SA Legal Academy: The Special Investigating Unit (SIU) has invited public comment on a draft framework designed to standardise corruption-related risk management and prevention across sectors.

In alignment with the 10-year National Anti-Corruption Strategy published in 2021, the SIU has developed a draft Corruption Risk Management & Prevention Framework. The document proposes a shift toward a proactive, preventative methodology for identifying and mitigating corruption risks within institutional structures. The deadline for submissions, originally set for 24 October 2025, has been extended to 7 November 2025.

The draft framework was developed following consultations with domestic stakeholders, the World Bank, and the United Nations Office on Drugs & Crime (UNODC). It aims to provide a structured approach to:

  • Identifying systemic vulnerabilities to corruption within organisational processes;
  • Implementing preventative controls and risk mitigation strategies; and
  • Aligning institutional governance with the broader objectives of the National Anti-Corruption Strategy.

The SIU has released the draft framework alongside a separate review document providing an overview of the proposed preventative approach. Stakeholders are encouraged to review the documents via the Parliamentary Monitoring Group (PMG) portal, as the framework has not yet been hosted on the primary SIU website.

What this means for you, your business, or your clients

  • For yourself: No direct individual obligations; professional impact is limited to advising on the transition from reactive to proactive risk management standards.
  • For your business: Compliance officers and risk managers must evaluate existing anti-bribery and corruption (ABC) frameworks against the draft standards to identify potential gaps in proactive risk identification.
  • For your clients: Clients in both the public and private sectors will likely be required to adopt these standardised risk management protocols to maintain eligibility for state contracts and ensure regulatory alignment.
