National Treasury Drafts Sustainable Infrastructure Credit Guarantee Policy

Posted 07 October 2025 Written by Acts Online

Brought to you by SA Legal Academy: National Treasury has issued a draft policy framework to facilitate the establishment of a sustainable infrastructure credit guarantee vehicle, which is expected to be operational by July 2026.

The draft policy outlines a strategy for a majority privately owned financing vehicle designed to mobilise private capital toward the just energy transition and climate resilience interventions. According to National Treasury, the vehicle is intended to support the first private grid projects and will apply to all eligible infrastructure sub-sectors.

The credit guarantee vehicle is distinguished by several operational parameters as clarified by the Ministry of Finance:

  • The vehicle will provide credit guarantees for specific projects rather than the entities undertaking them.
  • It will not function as a direct funding platform but as a risk-mitigation mechanism to encourage private investment.
  • The policy framework will apply to infrastructure sub-sectors including energy, water, and transport, provided they meet sustainability criteria.

Further details regarding the implementation timeline and the specific regulatory requirements for participation are expected to be addressed in the upcoming Medium Term Budget Policy Statement by the Minister of Finance. The policy aims to address the funding gap in South Africa’s infrastructure requirements by leveraging private sector balance sheets.

What this means for you, your business, or your clients

  • For yourself: No direct individual obligations; professional advisors should monitor the development of the policy to provide guidance on project bankability and future project finance structures.
  • For your business: Firms involved in infrastructure development or financial services should prepare for new compliance and application standards required to access credit guarantees for private grid and green energy projects.
  • For your clients: Clients in the energy and infrastructure sectors should evaluate current project pipelines against the July 2026 launch date to determine eligibility for credit enhancement and improved access to private capital.
