Legislative Update: Status of Bills in Parliament (November 2025)
Brought to you by SA Legal Academy: Parliament is currently processing 43 Bills as the National Assembly and National Council of Provinces prepare for the 2025 year-end recess.
In terms of the parliamentary programme, the National Assembly is scheduled to go into recess on 5 December 2025, followed by the National Council of Provinces (NCOP) on 9 December 2025. Significant progress has been noted regarding Bills tabled with the Medium Term Budget Policy Statement and other priority legislation.
Key Legislative Developments
The Immigration Amendment Bill (B-version) has seen no further changes from the relevant NCOP committee. It is expected to be passed by the House before the 9 December 2025 recess, after which it will be submitted to the President for assent.
The Independent Municipal Demarcation Authority Bill is now in its ‘D’ version following the National Assembly committee’s endorsement of changes proposed by the NCOP. This Bill is positioned for passage by the National Assembly before the 5 December 2025 rising, pending presidential assent.
