CSOS issues Consolidated Practice Directive 1 of 2025

Brought to you by SA Accounting Academy: The Community Schemes Ombud Service (CSOS) has released Consolidated Practice Directive 1 of 2025, a unified regulatory document that repeals and replaces all prior directives, circulars, and guidelines issued by the Service.

In terms of the Community Schemes Ombud Service Act, No. 9 of 2011, the Service has issued this directive to streamline the regulatory framework governing community schemes, including sectional title developments and homeowners’ associations. The directive becomes effective on 18 July 2025 and serves as the primary guidance for the industry regarding the CSOS mandate and functions.

The consolidated document clarifies governance, transparency, and financial management requirements. It introduces stricter procedural requirements for scheme executives and provides specific guidance on administrative matters that frequently result in disputes. Key areas addressed in the directive include:

  • Governance and transparency standards for scheme executives;
  • Financial management and reporting obligations;
  • Regulation of animals within community schemes;
  • Procedures for access to information; and
