Draft Incubation Business Development Policy Framework Issued for Comment

Brought to you by SA Legal Academy: The Department of Small Business Development has invited public comment on a draft incubation business development policy framework, which establishes the regulatory foundations for sector-wide support of small enterprises.

In terms of the 2023 national integrated small enterprise development strategic framework, the draft policy seeks to position micro, small, and medium-sized enterprises (MSMEs), co-operatives, co-operative financial institutions, and co-operative banks as primary drivers of economic transformation. These entities are categorised as ‘small enterprises’ in accordance with the definitions provided in the National Small Enterprise Amendment Act, No. 21 of 2024.

The framework identifies the incubation business development system as a complex network involving financial institutions, government agencies, corporations, universities, and service providers. It specifically addresses high failure rates in the early stages of business development, which the Department attributes to:

  • Limited business acumen among entrepreneurs;
  • Restricted access to finance; and
  • Significant operational challenges faced by small enterprises.

The draft policy framework, which was gazetted on 15 November 2025, aims to mitigate these risks by standardising the incubation and business development services provided to the sector. Stakeholders and interested parties have until 5 December 2025 to submit their input on the proposed framework.
