Public Administration Management Amendment Bill Passed by Parliament
Brought to you by SA Legal Academy: Parliament has passed the ‘B’ version of the Public Administration Management Amendment Bill [B10B-2023], which has been transmitted to the President for assent.
The Bill aims to amend the Public Administration Management Act, No. 11 of 2014 to address legislative and policy overlaps that have rendered the full implementation of the principal statute impossible since its enactment. By aligning human resource, governance, and administrative arrangements across all three spheres of government, the legislation intends to create a uniform public administration framework.
Key amendments introduced in the Bill include:
- The removal of functional overlaps between the Public Administration Management Act, No. 11 of 2014 and other related legislation.
- Provisions for the secondment and transfer of employees between national, provincial, and local government spheres to improve service delivery.
- Formalising the role and functions of the National School of Government in providing education and training to public servants.
- The repeal of certain provisions in other statutes that conflicted with the 2014 Act.
