In terms of the annual budget preparation cycle, **National Treasury** has invited submissions for technical tax proposals for possible inclusion in Annexure C of the **2026/27 Budget Review**. The deadline for these submissions is 28 November 2025. Following the submission phase, Treasury is scheduled to conduct technical workshops on 11 and 12 December 2025 to discuss the proposals.

The scope of these proposals is strictly limited to technical matters within prevailing legislation, including:

  • Unintended anomalies arising from current wording;
  • Revenue leakages;
  • Legislative loopholes; and
  • Technical corrections requiring immediate attention.

Treasury has clarified that substantive tax policy proposals and changes to tax rates are excluded from this specific invitation, as those matters are addressed through a separate policy development process. This call for proposals runs parallel to the parliamentary cycle for current legislation. The National Assembly’s Standing Committee on Finance is currently processing the **2025/26 Taxation Laws Amendment Bill** and the **Tax Administration Laws Amendment Bill**, with oral submissions on these specific Bills also scheduled for 28 November 2025.
