Legislative Update: Status of Bills before Parliament (December 2025)
Brought to you by SA Legal Academy: Parliament has concluded its 2025 session with 40 Bills currently under consideration, including the finalisation of the Immigration Amendment Bill and the introduction of new constitutional and electoral amendments.
The Immigration Amendment Bill (‘B’ version) has been endorsed by the National Council of Provinces (NCOP) without further changes. Having completed its passage through both houses, the Bill is now awaiting signature by the President to be enacted into law. Similarly, the Economic Regulation of Transport Amendment Bill has completed its parliamentary process, following the rectification of technical errors identified in previous versions.
Two new Private Member’s Bills were tabled in December 2025 by ActionSA. These include the Electoral Laws Amendment Bill, which addresses regulations surrounding opinion polling, and the Constitution 23³rd Amendment Bill, which seeks to introduce new requirements for the appointment of ministers.
As of the commencement of the 2025/26 festive season recess, there are 40 Bills at various stages of the legislative process. These include executive-sponsored legislation, private member’s bills, and committee-initiated bills. Professionals are advised to review the specific status of legislation relevant to their sectors to prepare for potential implementation in the 2026 calendar year.
