Legislative Update: Bills Before Parliament (January 2026)
Brought to you by SA Legal Academy: Parliament is currently processing 39 Bills, including recently tabled water legislation and tax-related Bills awaiting National Council of Provinces concurrence.
In terms of the parliamentary legislative program, 39 Bills are currently under consideration as of 31 January 2026, following the resumption of committee work after the December recess. The status of these Bills reflects the legislative priorities ahead of the official opening of Parliament scheduled for 12 February 2026.
On 13 January 2026, the National Assembly held a special sitting to pass several tax and appropriation Bills that remained pending from the 2025 session. These include the Taxation Laws Amendment Bill and the Rates and Monetary Amounts and Amendment of Revenue Laws Bill. These instruments have been transmitted to the National Council of Provinces (NCOP) for consideration and concurrence.
The National Water Amendment Bill, which was approved by Cabinet in July/August 2025, was formally tabled in the National Assembly in January 2026. This Bill seeks to amend the National Water Act, No. 36 of 1998, regarding water use licensing and resource management.
