Draft Military Veterans Healthcare Benefits Regulations: Public Comment Invited
Brought to you by SA Legal Academy: The Department of Military Veterans intends to replace the healthcare provisions currently contained within the Military Veterans Benefits Regulations, 2014, and has invited public comment on the proposed changes.
In terms of the Military Veterans Act, No. 18 of 2011, the proposed new healthcare sections aim to facilitate, co-ordinate, and improve access to comprehensive, quality healthcare services for military veterans. The draft regulations seek to update the framework for benefit delivery, though the current draft omits certain specificities found in the existing 2014 regulations.
Key areas of concern regarding the proposed amendments include:
- The omission of specific provisions for chronic conditions resulting from participation in military activities, which are currently protected under the 2014 regulations.
- The absence of explicit language regarding ‘dedicated counselling’ services as outlined in the broader benefits framework.
- The need for clarity on which specific sections of the 2014 regulations will be repealed, given that the existing regulations also cover employment placement, business facilitation, housing, transport, and burial support.
Stakeholders and interested parties are invited to submit written representations or comments on the proposed amendments. The deadline for submissions is 1 March 2026.
