Parliament Fast-Tracks 2025 Appropriation and Adjustments Bills
Brought to you by SA Legal Academy: The 2025 Special Appropriation Bill and the 2025/26 Adjustments Appropriation Bill have been formally passed by the National Council of Provinces (NCOP) and transmitted to President Cyril Ramaphosa for signature.
In terms of the legislative process for fiscal measures, the passage of these money Bills follows an accelerated timeline, with the NCOP concluding its process within two days of the Bills’ adoption by the National Assembly. This fast-tracking occurred despite the Bills remaining before the National Assembly plenary when Parliament entered its 2025/26 festive season recess.
Procedural irregularities were noted in the legislative sequence, specifically regarding the following actions:
- The NCOP Appropriations Committee conducted public hearings on both Bills prior to their formal adoption by the National Assembly’s Appropriations Committee.
- Following the National Assembly’s passage of the legislation, the NCOP Appropriations Committee convened an unscheduled virtual meeting to approve the relevant reports.
- The documents were tabled, considered, and endorsed in the NCOP within a 24-hour window to ensure the Bills were passed before the conclusion of the current session.
The speed of the process is attributed to the fact that money Bills are rarely amended during the parliamentary process, allowing for concurrent committee activity. No other parliamentary committee meetings are currently taking place, with the exception of an ad hoc committee investigating specific executive allegations.
