Budget 2026/27: Local Government Financial Management and Fiscal Framework

In terms of the Local Government: Municipal Finance Management Act, No. 56 of 2003, the Minister of Finance has committed to ensuring municipalities return to the foundational principle of fiscal integrity. A key regulatory directive is that revenue collected for a specific function must first sustain that function before any cross-subsidisation occurs. This is intended to address limited capacity for infrastructure maintenance and the provision of sustained services.
National Treasury intends to revitalise support for the development of long-term financial plans. This initiative aims to:
- Negate the challenge of unfunded mandates;
- Improve infrastructure maintenance capacity; and
- Ensure the sustainability of municipal service delivery.
Fiscal Framework and Tax Proposals
The 2026/27 Budget proposals include a withdrawal of previously proposed tax increases, citing an improved fiscal position. Furthermore, the National Assembly’s Standing Committee on Finance and the NCOP’s Select Committee on Finance have issued a joint notice calling for written submissions on the fiscal framework and revenue proposals tabled with the Budget. The deadline for these submissions is 2 March 2026, with parliamentary hearings scheduled for 4 March 2026.

- For your clients: Municipalities and entities doing business with local government must prepare for stricter ring-fencing of revenue and ensure that all mandates are fully funded before committing to service delivery agreements; clients wishing to influence the fiscal framework must submit comments by 2 March 2026.
