Cabinet-Approved Bills Pending Tabling in Parliament

Brought to you by SA Legal Academy: Cabinet has approved a series of legislative proposals for introduction to Parliament, addressing sectors ranging from energy and labor to policing and traditional leadership.

In terms of the legislative program for 2025, Cabinet has approved the following Bills for tabling, though formal introduction to the National Assembly remains pending:

  • The Gas Bill, approved on 5 December 2025.
  • The Employment Services Bill, approved on 28 May 2025.
  • The Extradition Bill, approved on 14 May 2025.
  • The South African Police Service Amendment Bill, approved on 25 June 2025.

A procedurally required pre-tabling explanatory summary for the South African Police Service Amendment Bill was gazetted in December 2025, indicating the executive’s intent to proceed with the formal legislative process shortly.

Traditional Leadership and Constitutional Compliance

On 12 November 2025, Cabinet approved the Traditional Khoi-San Leadership Bill. This legislation is intended to respond to the February 2023 Constitutional Court ruling which declared the Traditional & Khoi-San Leadership Act, No. 3 of 2019 invalid due to insufficient public participation during its initial passage. Although the court originally provided a two-year period to remedy the defects, this deadline has been extended to May 2027.

  • For your clients: Advise clients affected by the Traditional & Khoi-San Leadership Act, No. 3 of 2019 that the legislative remedy period has been extended to May 2027, providing additional time for compliance alignment with the forthcoming Bill.
