NCOP Passes 2025/26 Tax and Rates Bills

Brought to you by SA Legal Academy: The National Council of Provinces (NCOP) has formally passed the 2025/26 suite of tax legislation and referred the Bills to the President for assent.

In terms of the legislative process for money bills, the NCOP’s Select Committee on Finance considered and accepted the Taxation Laws Amendment Bill, the Tax Administration Laws Amendment Bill, and the Rates & Monetary Amounts & Amendment of Revenue Laws Bill. These three Bills give effect to the tax proposals first introduced in the 2025/26 Budget. The NCOP passed the Bills during a sitting on 27 February 2026, following their earlier approval by the National Assembly.

The legislative timeline for these Bills progressed in stages throughout the preceding year:

  • The Rates & Monetary Amounts & Amendment of Revenue Laws Bill was tabled on 24 April 2025 and endorsed by the National Assembly on 4 December 2025.
  • The Taxation Laws Amendment Bill and the Tax Administration Laws Amendment Bill were tabled in September 2025 and passed by the National Assembly on 13 January 2026.

The finalisation of these Bills occurred just two days prior to the delivery of the 2026/27 Budget speech by Finance Minister Enoch Godongwana, which introduces the subsequent cycle of tax legislation. The Bills have now been sent to President Cyril Ramaphosa for signature into law.
