NERSA Consults on Revised 2026/27 Eskom Retail Tariff Structural Adjustment

In terms of the Electricity Regulation Act, No. 4 of 2006, the National Energy Regulator of South Africa (NERSA) has gazetted a notice calling for stakeholder input by 2 March 2026 on the Eskom retail tariff structural adjustment (ERTSA) discussion document. This process follows three recent High Court judgments that directly impact the 2026/27 ERTSA determination.

A specific ruling delivered on 21 December 2025 in the matter of Eskom Holdings Soc Ltd v NERSA set aside Eskom’s allowable revenue for the 2026/27 and 2027/28 financial years. Consequently, NERSA has redetermined the figures, which informed a revised 2026/27 ERTSA proposal submitted by Eskom on 13 February 2026.

The discussion document invites comments on several key areas, including:

  • The structural adjustments necessitated by the redetermined allowable revenue;
