Parliament Update: Tax and Rates Bills Passed by NCOP
Brought to you by SA Legal Academy: The National Council of Provinces (NCOP) has passed the 2025/26 tax and rates Bills, which have now been transmitted to President Cyril Ramaphosa for signature.
According to parliamentary papers dated 27 February 2026, the NCOP approved the tax and rates legislation during a sitting held on the same day. These Bills, which were tabled alongside the 2026/27 Budget, move from the legislative branch to the executive for final assent. This development concludes the parliamentary processing of the 2025/26 fiscal cycle’s primary revenue legislation.
As of 28 February 2026, there are 40 Bills currently being processed by Parliament. This total includes legislation recently tabled with the 2026/27 Budget. The status of these instruments is tracked in the updated legislative spreadsheet, which highlights recent developments in red.

- 40 Bills remain under consideration across various parliamentary committees.
- The President must now sign the tax and rates Bills before they are published in the Government Gazette as Acts of Parliament.
