South African Geographical Names Council Amendment Bill: Public Comment Invited
Brought to you by SA Legal Academy: The Department of Sport, Arts & Culture has gazetted a notice calling for public input on the draft South African Geographical Names Council Amendment Bill.
In terms of the South African Geographical Names Council Act, No. 118 of 1998, the proposed legislation seeks to amend the existing framework for the standardisation of geographical names in South Africa. The draft Bill follows a media statement issued by the Department on 9 March 2026 and is informed by provincial consultations.
The draft Bill introduces several structural changes to the naming process, including:
- The formal establishment of Provincial Geographical Names Committees (PGNCs);
- The definition of specific functions, powers, and duties for PGNCs;
- Provisions for the establishment of Local Geographical Names Committees (LGNCs) to facilitate community-level participation; and
- Alignment of the principal Act with constitutional requirements regarding provincial and local government involvement in geographical naming.
The deadline for submitting written comments on the draft Bill is 5 April 2026. The proposed amendments aim to streamline the administrative process for changing or assigning geographical names, ensuring greater consistency across all nine provinces.

What this means for you, your business, or your clients
- For yourself: No direct individual compliance obligation; however, professionals involved in urban planning or heritage may need to adjust to new provincial naming protocols.
- For your business: Firms in the logistics, mapping, or tourism sectors must monitor the establishment of PGNCs and LGNCs, as these bodies will oversee name changes that may require updates to commercial databases and marketing collateral.
- For your clients: Property developers and municipal consultants should be advised that the draft Bill formalises the role of local committees, potentially introducing new procedural steps or stakeholder engagement requirements when proposing names for new developments or public spaces.
