Draft National Rail Master Plan: Consultation Process Launched
Brought to you by SA Legal Academy: In terms of the National Rail Policy framework, the Department of Transport has issued the draft National Rail Master Plan for public comment via a centralised web-based platform.
The draft plan is designed to provide a strategic framework for rail network planning, positioning freight and passenger rail as the primary components of the national transport ecosystem. The document adopts a “brownfield” approach, focusing on the optimisation of existing infrastructure to manage costs, while allowing for targeted “greenfield” expansions where economically feasible and aligned with global technological advances.
The Minister of Transport has indicated that the broader public consultation process is expected to conclude in July 2026. This timeline includes provincial engagements and stakeholder consultations specifically targeting:
- Freight and logistics operators;
- Passenger and commuter advocacy groups; and
- Labour formations within the transport sector.
The draft plan aims to integrate rail into a system where road-based transport, including trucking, taxis, and buses, serves as a complementary component to a high-capacity rail backbone.
