DTIC Introduces Pre-Export Verification for Chinese Imports

In terms of a ministerial directive dated 20 March 2026, the Department of Trade, Industry & Competition has announced the implementation of a ‘pre-export verification of conformity programme for certain unregulated products’ originating in China. Although the directive was initially gazetted without its accompanying annexure, the DTIC has since confirmed that the list of affected goods is maintained by the South African Bureau of Standards (SABS).

The directive is scheduled to come into force on 20 September 2026. This provides a six-month transitional period for importers to align their supply chains with the new verification requirements. The following regulatory details apply:

  • Annexure A, which lists the specific products subject to the programme, is hosted on a dedicated SABS website and will be updated periodically.
  • Affected goods must undergo a verification of conformity process in China before they are exported to South Africa.
  • Importers are responsible for ensuring that the necessary certificates are obtained to satisfy customs requirements upon arrival.

The programme specifically targets products that were previously unregulated but are now deemed to require pre-export oversight to ensure compliance with South African standards.
