FIC: Draft PCC 125 on 2026 Risk and Compliance Returns
Brought to you by SA Accounting Academy: In terms of the Financial Intelligence Centre Act, No. 38 of 2001 (FICA), the Financial Intelligence Centre (FIC) has issued for consultation Draft Public Compliance Communication 125 (Draft PCC 125) regarding the 2026 Risk and Compliance Returns (RCRs).
The draft guidance relates to the format, manner of completion, and submission of the 2026 RCRs as contemplated by Directive 11 of 2026. It is specifically directed at accountable institutions designated under Schedule 1 of the Financial Intelligence Centre Act, No. 38 of 2001, including:
- Items 1, 2, and 3;
- Item 9;
- Item 11 (excluding banks, mutual banks, and co-operative bank credit providers);
- Item 14; and
- Items 20, 21, and 22.
Draft PCC 125 provides a framework for institutions to prepare specified RCR data information for the relevant periods and complete the electronic questionnaire. The FIC has identified Monday, 4 May 2026, as the envisaged commencement date for the submission of these returns. Accountable institutions are expected to have the required data information readily available by this date to facilitate timely electronic submission.
Consultation and Deadlines
Stakeholders and affected institutions are invited to submit comments on Draft PCC 125 by no later than the close of business on Friday, 24 April 2026. Comments must be submitted via the official online form.

- For your business: Audit your internal record-keeping systems to ensure that all data required for the 2026 RCR is extractable and ready for submission by the 4 May 2026 commencement date.
