One-Stop Border Post Bill: Submission Deadline Extended
Brought to you by SA Legal Academy: The National Council of Provinces (NCOP) Select Committee on Security and Justice has corrected the deadline for written submissions regarding the One-Stop Border Post Bill [B12B-2023].
Following a notice issued by Parliament, the deadline for public input on the ‘B’ version of the Bill has been shifted from 7 May 2026 to 26 May 2026. This extension follows an acknowledgment that the previous date was incorrectly stated in earlier communications.
The One-Stop Border Post Bill, originally tabled in September 2024, seeks to establish a framework for the operationalisation of one-stop border posts between South Africa and its neighbours. Key amendments introduced by the National Assembly’s Portfolio Committee on Home Affairs include:
- Provisions for the transfer of equipment within a common control zone to ensure officials from either country can function efficiently.
- Requirements for proper declarations to be made regarding such equipment transfers.
- The maintenance of appropriate inventories for all assets moved within these zones.

What this means for you, your business, or your clients
- For yourself: No direct individual obligations; impact is channelled through the requirement to advise clients on emerging cross-border regulatory frameworks and the ‘B’ version of the Bill.
- For your business: Legal and compliance departments in logistics and clearing firms must review the revised Bill to ensure internal asset management protocols align with the proposed equipment transfer and inventory requirements in common control zones.
- For your clients: Cross-border traders and transport operators should assess the potential impact of the Bill on transit times and prepare for new administrative requirements related to equipment declarations at one-stop border posts.
