Local Government: Draft Reviewed White Paper Gazetted
Brought to you by SA Legal Academy: The Department of Co-operative Governance & Traditional Affairs (CoGTA) has released a draft reviewed White Paper on Local Government for public consultation, proposing significant reforms to the municipal regulatory framework.
In terms of the notice published in the Government Gazette, the Department of Co-operative Governance & Traditional Affairs has invited stakeholders to submit written comments on the revised policy document. This draft follows the release of a preceding discussion document in April 2026. The proposed reforms are intended to address systemic challenges within the local sphere of government, specifically focusing on:
- Strengthening municipal governance and administrative oversight;
- Ensuring the financial sustainability of municipalities through revised revenue models;
- Enhancing accountability mechanisms for both elected officials and municipal administrations; and
- Improving service delivery outcomes and infrastructure maintenance.
The deadline for the submission of written input on the draft reviewed White Paper is 28 May 2026. This process is expected to inform future legislative amendments to the Local Government: Municipal Structures Act, No. 117 of 1998 and the Local Government: Municipal Systems Act, No. 32 of 2000.
