National Elephant Heritage Strategy Gazetted
Brought to you by SA Legal Academy: In terms of the National Environmental Management: Biodiversity Act, No. 10 of 2004, the Department of Forestry, Fisheries and the Environment has gazetted a new 10-year National Elephant Heritage Strategy to guide the management of South Africa’s collective elephant herd, currently estimated at 44,000 animals.
The overarching objective of the new strategy is to give practical effect to various policy and strategy documents governing elephant conservation. The framework balances economic opportunities and “responsible use” with the recognition of elephants as an essential part of the country’s cultural and spiritual fabric.
According to the strategy’s executive summary and covering notice, several existing management instruments are slated for review to align them with the newly established strategic framework. This alignment process is expected to impact provincial conservation protocols and private reserve management plans.
Key Strategic Focus Areas
- Regulatory Alignment: Reviewing and updating existing elephant management instruments to ensure consistency with the new 10-year national strategy.
- Socio-Economic Opportunities: Promoting sustainable and responsible economic use of elephant-related tourism and conservation initiatives.
- Cultural Heritage: Integrating the cultural and spiritual significance of elephants into active conservation and management practices.
What this means for you, your business, or your clients
- For yourself: No direct individual compliance obligations; maintain professional awareness of evolving biodiversity and conservation frameworks.
- For your business: Environmental consultancies and wildlife management firms must audit existing management plans to prepare for upcoming regulatory alignment reviews.
- For your clients: Clients operating in the ecotourism, private game reserve, and conservation sectors must monitor updates to local elephant management protocols to ensure compliance with the new national strategy.
