Special Pensions Amendment Bill Open for Public Submissions

Brought to you by SA Legal Academy: The National Assembly’s Standing Committee on Finance has published a notice calling for written public submissions on the Special Pensions Amendment Bill.

The Bill, which was tabled in Parliament in March 2026, seeks to amend the Special Pensions Act, No. 69 of 1996. According to the memorandum on the objects of the Bill, the proposed legislative changes are designed to correct key operational and legal “misalignments” that have been identified during the long-term implementation of the 1996 Act.

Special pensions are statutory benefits established to support individuals who made personal sacrifices or served the public interest in the establishment of a democratic constitutional order in South Africa. The amendment Bill aims to streamline these processes and resolve administrative discrepancies.

The Standing Committee on Finance has structured the public participation process around the following key dates:

  • 8 June 2026: Deadline for the submission of written comments on the Bill.
  • 10 June 2026: Scheduled public hearings for oral presentations by selected stakeholders.
