Brought to you by SAnews: Under the legal framework of the Southern African Customs Union (SACU) Agreement, 2002, South Africa will host the 9th SACU Summit of Heads of State or Government on 26 June 2026 at the Cape Town International Convention Centre 2 to review regional trade integration and industrial policy.

The Summit, established as the supreme decision-making authority under Article 7 of the SACU Agreement, 2002, brings together representatives from the five member states: Botswana, Eswatini, Lesotho, Namibia, and South Africa. The primary objective of the 2026 session is to evaluate the mid-term implementation of the SACU Strategic Plan (2022–2027) and to align regional trade policies with broader continental frameworks.

Key Focus Areas and Agenda Items

The technical, administrative, and ministerial preparatory meetings scheduled from 18 to 24 June 2026 will draft recommendations for the Heads of State. The main agenda will focus on several critical regulatory and economic pillars:

  • Customs Modernisation and Trade Facilitation: Harmonising customs procedures, improving border efficiencies, and reducing non-tariff barriers across member states.
  • Industrialisation and Value Chains: Developing regional collaborative frameworks in sectors such as automotive manufacturing, agro-processing, pharmaceuticals, critical minerals beneficiation, and green energy.
  • AfCFTA Alignment: Leveraging the African Continental Free Trade Area (AfCFTA) Agreement to expand market access and integrate SACU’s trade structures with continental markets.
  • Strategic Plan Review: Assessing the mid-term progress of the SACU Strategic Plan (2022–2027) to determine necessary policy adjustments.

What this means for you, your business, or your clients

  • For yourself: No direct individual compliance obligations; monitor the outcomes of the summit for changes to regional tariff structures and customs administrative guidelines.
  • For your business: Assess how proposed customs modernisation and trade facilitation updates may streamline logistics and cross-border supply chain operations within the SACU region.
  • For your clients: Advise clients operating in manufacturing, pharmaceuticals, and agriculture on emerging regional value chain opportunities and strategic positioning under the AfCFTA framework.
