SIU Enforcement: Limpopo Councillor Arrested Under PRECCA for Attempted Bribery
Brought to you by SAnews: A councillor from the Thulamela Local Municipality in Limpopo has been arrested and charged with corruption under the Prevention and Combating of Corrupt Activities Act, No. 12 of 2004 (PRECCA), following an alleged attempt to bribe an investigator from the Special Investigating Unit (SIU).
The SIU, operating under the mandate of the Special Investigating Units and Special Tribunals Act, No. 74 of 1996, was conducting an investigation into allegations of maladministration and corruption at the Mahikeng Local Municipality. The investigation focused on two tenders concerning municipal lease agreements. Forensic analysis by the SIU revealed suspicious financial flows from the municipality’s service provider to unrelated third-party companies and individuals.
During the course of the investigation, Councillor Netshivhumbe Gumani allegedly approached multiple SIU officials, ultimately offering a senior investigator R70,000 to suppress evidence and obstruct the probe. On 18 June 2026, during a controlled entrapment operation authorized by the South African Police Service (SAPS) and the Directorate for Priority Crime Investigation (the Hawks), Gumani was arrested in Mahikeng after handing over an initial cash payment of R10,000.
Gumani appeared in the Molopo Magistrate’s Court in Mahikeng on charges of corruption and bribery. The matter has been postponed to 29 June 2026 for a formal bail application.
