National Assembly Committee Calls for Submissions on South African National Petroleum Company Bill
Brought to you by SA Legal Academy: The National Assembly’s Portfolio Committee on Mineral and Petroleum Resources has issued a call for public written submissions on the South African National Petroleum Company Bill.
The Bill, which was tabled in Parliament in February 2026, seeks to formally and legally constitute the South African National Petroleum Company (SANPC). This state-owned entity was initially launched in May 2025 through the merger of the Strategic Fuel Fund (SFF), PetroSA, and iGas. The draft legislation aims to establish a unified national oil and gas company to manage the state’s strategic energy assets and commercial interests.
According to the notice published via the Parliamentary Monitoring Group, stakeholders and interested parties have until 10 July 2026 to submit written representations on the provisions of the Bill to the Portfolio Committee. The legislation represents a significant restructuring of the state’s participation in the upstream, midstream, and downstream petroleum sectors.
What this means for you, your business, or your clients
- For yourself: No direct individual compliance obligations; legal and regulatory professionals should monitor the progression of the Bill to advise on state-backed energy joint ventures.
- For your business: Energy sector consultancies and legal firms must review the proposed corporate structure of the SANPC to assess how state participation rights will be managed in future licensing rounds.
- For your clients: Clients operating in the oil, gas, and broader liquid fuels sector must evaluate the Bill’s transitional provisions to determine how the consolidation of PetroSA, iGas, and the SFF impacts existing commercial contracts, joint operating agreements, and exploration permits.
