Brought to you by SA Legal Academy: The National Assembly’s Standing Committee on Finance has called for written public submissions on the 2026/27 draft tax bills ahead of parliamentary hearings scheduled for 30 September 2026.

Written representations must be submitted by no later than 28 September 2026 on the following draft legislative instruments:

  • Draft Rates and Monetary Amounts and Amendment of Revenue Laws Bill (first published in February 2026);
  • Draft Taxation Laws Amendment Bill (TLAB) (published for initial public comment in July 2026); and
  • Draft Tax Administration Laws Amendment Bill (TALAB) (published for initial public comment in July 2026).

The draft Bills give legislative effect to the tax proposals and administrative reforms outlined in the 2026 National Budget. The Standing Committee will convene public hearings on 30 September 2026 to engage stakeholders prior to processing the Bills for formal consideration and adoption by Parliament.

What this means for you, your business, or your clients

  • For yourself: Tax practitioners, legal advisers, and compliance professionals must review the draft provisions to prepare for forthcoming administrative and substantive statutory adjustments.
  • For your business: Practices and corporate tax divisions seeking to lobby or propose technical amendments must file written comments with the Committee before the 28 September 2026 deadline.
  • For your clients: Commercial clients and high-net-worth individuals should be advised on impending rate adjustments, altered compliance mechanisms, and any exposure under the proposed TLAB and TALAB revisions.
