FSCA Proposed Levies and Fees Amendments for 2027/28 Published for Public Comment
Brought to you by SA Legal Academy: Under the Financial Sector and Deposit Insurance Levies Act, No. 11 of 2022, the Financial Sector Conduct Authority (FSCA) has published proposed amendments to Schedule 2 for public comment.
Published in connection with the regulator’s budget and expenditure estimates for the 2027/28 financial year, the proposed amendments adjust the statutory levies and supervisory fees framework payable by supervised entities to fund regulatory oversight. The FSCA has set the deadline for written public submissions as 4 December 2026.
The draft levies affect all persons and entities regulated under financial sector legislation subject to Schedule 2, including:
- Financial services providers licensed in terms of the Financial Advisory and Intermediary Services Act, No. 37 of 2002;
- Banks, mutual banks, and insurers;
- Retirement funds, friendly societies, and fund administrators;
- Collective investment scheme managers and market infrastructures.
What this means for you, your business, or your clients
- For yourself: Compliance professionals and advisors must review the proposed rate adjustments to benchmark future statutory filing and licensing cost structures against current expenditure.
- For your business: Regulated firms must model the draft levy adjustments against their 2027/28 operational budgets and submit any formal objections or comments to the FSCA by 4 December 2026.
- For your clients: Financial sector clients must be alerted to upcoming fee revisions so they can adjust multi-year compliance cost forecasts and product fee allocations accordingly.
