IESBA Releases 2026 Handbook of the International Code of Ethics
Brought to you by SA Accounting Academy: The International Ethics Standards Board for Accountants (IESBA) has released the 2026 edition of the Handbook of the International Code of Ethics for Professional Accountants (including International Independence Standards), replacing the 2025 edition and establishing baseline ethical requirements for sustainability assurance engagements.
Under the regulatory architecture governing South African registered auditors and accounting professionals, standard-setting frameworks aligned with the Auditing Profession Act, No. 26 of 2005 incorporate international developments from the IESBA Code into domestic professional conduct guidelines issued by the Independent Regulatory Board for Auditors (IRBA). The 2026 Handbook formally incorporates new ethics provisions addressing both sustainability reporting and reliance on specialists.
Key Amendments and Structural Additions
The revised handbook comprises significant updates, structured as follows:
- Volume 2 implementation: Volume 2 contains the International Ethics Standards for Sustainability Assurance (including International Independence Standards) and consequential revisions to the Code relating to sustainability assurance engagements.
- Reliance on external specialists: New provisions specify mandatory ethical requirements when using the work of an external expert in assurance and professional service engagements.
- Effective dates: The standard provisions become effective on 15 December 2026.
- Extended transitional relief: Specific independence provisions relating to value chain reporting and assurance become effective on 1 July 2028.
What this means for you, your business, or your clients
- For yourself: Professional accountants and registered assurance practitioners must complete continuing professional development (CPD) training on the new Volume 2 independence standards and external expert due-diligence mandates prior to the 15 December 2026 implementation date.
- For your business: Audit and accounting practices must revise internal quality management systems and engagement policies to include formal competence and independence vetting protocols for external experts and sustainability assurance teams.
- For your clients: Corporate clients seeking third-party assurance on non-financial disclosures or ESG metrics must anticipate expanded auditor inquiries regarding value-chain data, governance, and the independence of external specialists prior to the July 2028 deadline.
