National Treasury Calls for Input on Financial Sector Climate Transition Framework
Brought to you by SA Legal Academy: National Treasury has announced the release of a consultation paper establishing a climate transition planning and disclosure framework for the South African financial sector.
The initiative forms part of ongoing sustainable finance reforms under the regulatory architecture supported by the Financial Sector Regulation Act, No. 9 of 2017. The envisaged framework aims to formalise how financial institutions mobilise and direct capital toward low-carbon and climate-resilient economic activity, while standardising climate-related risk disclosures and governance requirements across regulated entities.
According to National Treasury’s media release, the consultation paper focuses on:
- Defining baseline expectations for climate transition plans across banks, insurers, and asset managers;
- Standardising transparency metrics and climate disclosure standards aligned with international best practice; and
- Mitigating system-wide financial stability risks associated with climate change and economic transition.
Stakeholders have been invited to submit written comments on the proposals by 10 December 2026. While the media announcement was released publicly, the substantive consultation document had not yet been uploaded to the National Treasury website at the time of the announcement.
What this means for you, your business, or your clients
- For yourself: No direct individual obligations; compliance and legal professionals should monitor the document’s formal release to advise corporate and financial institutional boards on emerging transition planning duties.
- For your business: Advisory and accounting firms should audit internal readiness to support institutional clients in baseline carbon accounting, transition plan modelling, and expected statutory climate disclosure frameworks.
- For your clients: Regulated financial institutions, investment funds, and corporate borrowers seeking institutional capital must prepare to evaluate their exposure, formulate measurable decarbonisation strategies, and structure formal transition plans ahead of the 10 December 2026 comment deadline.
