Financial Markets: JIBAR to ZARONIA Transition Postponed to May 2027

Brought to you by SA Legal Academy: The South African Reserve Bank (SARB) has announced a five-month postponement of the cessation and final publication of the Johannesburg Interbank Average Rate (Jibar), extending the target date for market transition to the South African Rand Overnight Index Average (ZARONIA) to 31 May 2027.

In terms of benchmark reform initiatives governed under the Financial Sector Regulation Act, No. 9 of 2017, the transition from Jibar to ZARONIA as the preferred reference rate was initially scheduled for completion on 31 December 2026. According to the SARB statement released on 3 December 2025, the deferral to 31 May 2027 is intended to address uncertainties regarding the finalisation of pre-transition legislative processes and operational dependencies.

A critical legislative dependency is the General Finance Laws Amendment Bill, tabled in Parliament in August 2026. The Bill proposes statutory amendments to the Financial Sector Regulation Act, No. 9 of 2017 to establish a statutory framework empowering the SARB to direct the transition of ‘tough legacy contracts’—contracts referencing Jibar as a benchmark that lack practicable fallback provisions or cannot be renegotiated prior to cessation.

The SARB highlighted that the five-month extension does not alter the fundamental trajectory of the reference rate reform programme. Financial institutions and market participants remain expected to advance their internal transition roadmaps, which include:

  • Identifying and auditing all active exposures, financial instruments, and contracts referencing Jibar;
  • Incorporating robust fallback provisions aligned with market standards into existing and new financing arrangements; and
  • Completing internal operational, accounting, and IT system adaptations required to support ZARONIA-linked transactions.

What this means for you, your business, or your clients

  • For yourself: Recalibrate compliance and transition roadmaps to align with the revised Jibar cessation date of 31 May 2027, tracking parliamentary progress on the General Finance Laws Amendment Bill.
  • For your business: Audit your balance sheet, treasury applications, and standard contracting templates to ensure all internal systems and documentation accommodate ZARONIA compounding conventions well before the May 2027 deadline.
  • For your clients: Advise corporate and borrower clients to review all bilateral facilities, syndicated loans, and derivative contracts referencing Jibar to ensure appropriate fallback language is inserted or renegotiated to mitigate contract-continuity risks.
